Expands the definition of eligible renewable energy resources under California's renewables portfolio standard program to include hydroelectric generation facilities of any size, not just those 30 megawatts or less.

Requires hydroelectric facilities of any size to satisfy one of the requirements in Section 25741(a)(2) of the Public Resources Code to qualify as eligible renewable energy resources.

Repeals Section 399.12.5 of the Public Utilities Code and makes conforming changes to Section 399.12.

Provisions become operative six months after the State Energy Resources Conservation and Development Commission submits a report to the Legislature pursuant to Section 25741.5 of the Public Resources Code.
