Beginning with the 2014-15 school year, requires children to complete one year of kindergarten before admission to first grade.

Amends Section 48010 of the Education Code to add kindergarten completion as a prerequisite for first grade admission, in addition to existing age requirements.

Establishes that kindergarten completion requirement applies to children meeting age thresholds (6th birthday on or before September 1 for 2014-15 school year and thereafter).

Requires the state to reimburse local agencies and school districts for costs mandated by this legislation, subject to determination by the Commission on State Mandates.
