Defines "disposable earnings" as the portion of an individual's earnings remaining after deducting all amounts required to be withheld by law.

Limits weekly disposable earnings subject to garnishment to the lesser of 25% of weekly disposable earnings or the amount exceeding 40 times the state minimum hourly wage (replacing the previous 30 times federal minimum wage standard).

Establishes proportional calculation multipliers for non-weekly pay periods: 80 hours for biweekly, 86⅔ hours for semimonthly, and 173⅓ hours for monthly pay periods.

Requires the Judicial Council to revise employer instructions by July 1, 2013 to implement the new wage garnishment calculation methods.

Becomes operative on July 1, 2013.
