Establishes the Pacific leatherback sea turtle (Dermochelys coriacea) as the official state marine reptile of California.

Designates October 15 of each year, beginning in 2013, as Pacific Leatherback Sea Turtle Conservation Day.

Encourages California public schools to include Pacific leatherback sea turtles in teaching lessons and curriculum.

Encourages state and federal agencies, nongovernmental organizations, fishers, and coastal tour operators to establish a voluntary Pacific leatherback sea turtle watch program to record sightings along California and West Coast waters.

Urges state and federal agencies to develop cooperative relationships with Western Pacific island nations and implement proactive conservation measures to protect the critically endangered Pacific leatherback sea turtle population, which has declined by approximately 90 percent in the last 25 years.
