Restricts local transportation funds in Ventura County to transit purposes only beginning July 1, 2014, removing exemptions that allowed use for local streets and roads.

Requires unencumbered funds held for more than one year or unexpended funds held for more than two years to be returned to the Ventura County Transportation Commission for reapportionment to transit operators.

Limits reapportionment of returned funds to eligible transit operators under Articles 4 and 4.5 of the Public Utilities Code, distributed proportionally based on population.

Prevents a transit operator or consolidated transportation service from receiving returned funds in consecutive years if they received them in the previous year.
