Adds medical waste handling facilities to the list of entities exempt from weighmaster licensing requirements if they report net weights (not estimates) to the waste generator and California Department of Public Health

The medical waste facility exemption is temporary and expires January 1, 2017, unless extended by later legislation

Removes the medical waste exemption from the permanent version of Section 12701, which becomes operative January 1, 2017

Maintains existing exemptions for retailers, agricultural producers, common carriers, milk samplers, oil/gas companies, newspaper publishers, textile establishments, sanitation districts, recycling centers, pest control operators, and log scalers
