Authorizes the Department of Fish and Game to issue Scientific Collecting Permits allowing qualified individuals, educational institutions, governmental agencies, and nongovernmental organizations to conduct scientific research on mountain lions.

Permits allow researchers to pursue, capture, temporarily possess, mark, attach monitoring devices to, and provide veterinary care to mountain lions, while prohibiting permanent injury or killing.

Requires authorized research projects to contribute to wildlife ecosystem knowledge, minimize disruptions to mountain lions and habitat, support population sustainability, and include documentation of research methods, personnel qualifications, and adverse effects.

Mandates the Department provide public notice at least 30 days before permit issuance and make permits and research reports available to the public upon request.

Declares the amendments consistent with the California Wildlife Protection Act of 1990 and takes effect immediately as an urgency statute.
