Prohibits state employees earning over $100,000 per year from receiving salary increases or bonuses while in the same position or classification, effective until January 1, 2015

Exempts employees covered by collective bargaining agreements, those in safety and security positions designated by executive order, and those whose salaries are set by the California Constitution

Requires savings from the salary freeze to be credited to the General Fund each fiscal year and appropriated for the AIDS Drug Assistance Program (ADAP) within the State Department of Public Health

Authorizes the Controller to reject fund disbursement requests that violate the salary freeze provisions

Applies to employees of the executive, legislative, and judicial branches, state board and commission appointees, and California State University system employees, but excludes local trial court employees
