Expands procedures governing allocation and expenditure of federal public health emergency funds to include long-term health care facilities alongside local health jurisdictions, hospitals, clinics, emergency medical systems, and poison control centers

Eliminates the repeal date of existing public health emergency funding provisions, making them permanent instead of expiring January 1, 2013

Requires funds be allocated through agreements exempt from public contracting standards under Part 2 of Division 2 of the Public Contract Code to enable rapid implementation

Declares the act an urgency statute effective immediately upon approval on July 24, 2012
