Makes violation of secondhand dealer licensing requirements under Business and Professions Code Section 21640 a strict liability misdemeanor, removing the knowledge requirement.

Allows prosecutors to pursue forfeiture remedies under the California Control of Profits of Organized Crime Act against unlicensed secondhand dealers engaged in a pattern of criminal profiteering activity.

Specifies that no state reimbursement is required because the bill only creates a new crime or changes penalties and definitions within the meaning of Article XIII B of the California Constitution.
