Deletes obsolete reporting requirements for the Managed Risk Medical Insurance Board regarding the State Children's Health Insurance Program and drug and alcohol treatment programs for children.

Requires health care service plans and health insurers to provide premium rebates to current enrollees via premium credit, check, or credit/debit card reimbursement, and to former enrollees via check or card reimbursement using their original payment method.

Requires health care service plans and insurers to make good faith efforts to locate former enrollees entitled to rebates, with unclaimed rebate funds deposited into the Health Care Coverage Information, Enrollment, and Eligibility Assistance Account within the California Health Trust Fund.

Creates the Health Care Coverage Information, Enrollment, and Eligibility Assistance Account within the California Health Trust Fund as a continuously appropriated fund for health care coverage information, enrollment, and eligibility assistance.

Eliminates the annual reporting requirement by the Department of Managed Health Care and Department of Insurance to the Legislature regarding their joint senior level working group on consumer protection and regulatory consistency.
