Repeals the requirement for custom upholsterers to obtain a custom upholsterer's license from the Bureau of Electronic and Appliance Repair, Home Furnishings, and Thermal Insulation.

Eliminates the licensing requirement for people who advertise, solicit, or contract to repair or renovate upholstered furniture and use licensed custom upholsterers to perform the work.

Removes "custom upholsterer's license" from the list of licenses that exempt upholstered-furniture retailers from needing a retail furniture dealer's license under Section 19051.

Makes conforming changes to Section 19060.6 to remove references to upholstered furniture in provisions requiring individuals who advertise repair or renovation services to obtain appropriate licenses.
