AB 1811 Summary

• Establishes special funding provisions for charter high schools converted from existing public high schools within unified school districts, effective starting fiscal year 2013-14.

• For the first three years of operation, converted charter high schools receive general-purpose funding equal to the sponsoring unified school district's current year base revenue limit per unit of average daily attendance, adjusted for deficit factors and other funding adjustments.

• Beginning in the fourth year of operation, charter high schools transition to generating general-purpose funding based on statewide average revenue limit funding per unit of average daily attendance received by high school districts.

• These new provisions become inoperative on July 1, 2018, and are repealed on January 1, 2019, unless extended by later legislation or superseded by comprehensive school finance reform legislation, whichever occurs first.

• Maintains existing charter school funding rules for schools converted before January 1, 2010, which use actual unrestricted revenues from the year prior to conversion as the funding basis.
