Amends the definition of "beer" in the Alcoholic Beverage Control Act to include beer aged in wooden barrels previously used to contain wine or distilled spirits.

Specifies that barrel-aged beer shall be classified exclusively as "beer" and not as a dilution or mixture of other alcoholic beverages.

Maintains existing definition of beer as an alcoholic beverage obtained by fermentation of barley, malt, hops, or similar products in water, including ale, porter, brown, stout, lager beer, small beer, and strong beer.

Continues to exclude sake (Japanese rice wine) from the definition of beer.
