AB 1814 Summary

• Requires counties to submit reports to the Secretary of State by August 1, 2015, and annually thereafter describing their plans for complying with federal and state language assistance laws for voters with limited English proficiency.

• Mandates the Secretary of State post county compliance reports on their website at least 90 days before each statewide even-numbered year election and develop a best practices list for elections officials and precinct board member training by January 1, 2016.

• Expands recruitment requirements for bilingual precinct board members in precincts where translated ballots are required and requires elections officials to evaluate complaints against precinct board members.

• Modifies provisions for posting translated facsimile ballots to allow local elections officials (in addition to the Secretary of State) to receive information about language assistance needs from interested citizens and organizations.

• Updates the timeline for Secretary of State determinations on posting translated materials to occur not less frequently than every year following Governor elections and district boundary line adjustments.
