Expands the definition of "city" to include military base reuse authorities formed under Sections 67660 or 67820 of the Government Code, allowing them to establish infrastructure financing districts.

Authorizes infrastructure financing districts to finance homeless accommodations that comply with Section 2905(b) of the federal Defense Base Closure and Realignment Act of 1990.

Removes the prohibition preventing infrastructure financing districts from including portions of redevelopment project areas, though this restriction previously had an exception for former military bases.

Clarifies that "legislative body" includes military base reuse authorities in addition to city councils and boards of supervisors for purposes of establishing and governing infrastructure financing districts.
