Prohibits off-sale alcoholic beverage licensees from selling alcoholic beverages through customer-operated self-service checkout stands on their premises.

Findings state that self-service checkouts facilitate underage alcohol purchases, enable sales to intoxicated customers in violation of state law, and increase alcohol theft reducing tax revenues.

Violations of this prohibition constitute a misdemeanor under existing Alcoholic Beverage Control Act provisions.

Exempts the state from reimbursing local agencies and school districts for enforcement costs as the law only creates new crime penalties within the meaning of state constitutional requirements.
