Prohibits associations from collecting cancellation fees for document requests if the requesting party cancels in writing before work begins or if completed work has already been compensated.

Requires associations to refund all fees if a written cancellation request is made before work begins, and to refund the proportional fee for any work not yet performed.

Mandates that the fee estimate form required under Section 1368.2 be printed in at least 10-point type.

Clarifies that no additional fees may be charged for electronic delivery of documents and that document delivery cannot be withheld except for non-payment of authorized fees.
