Renames "unregistered assistants" to "veterinary assistants" throughout the Veterinary Medicine Practice Act for consistency and clarity.

Extends the authorization for registered veterinary technicians and veterinary assistants to administer drugs, including controlled substances, from January 1, 2013 to January 1, 2015.

Requires veterinary assistants to undergo background checks and prohibits those with drug or alcohol-related felony convictions from accessing controlled substances.

Authorizes the Veterinary Medical Board, in consultation with the Board of Pharmacy, to restrict veterinary assistants' access to dangerous drugs with established diversion patterns.

Requires training records be maintained for veterinary assistants operating radiographic equipment and made available to the board upon request.
