Deletes the authority for IHSS recipients to submit individual waivers to employ provider applicants convicted of specified crimes within the previous 10 years.

Retains the general exception process allowing applicants with qualifying convictions to request an exception from the State Department of Social Services based on rehabilitation factors.

Maintains the 10-year exclusion period for applicants convicted of violent felonies, serious felonies, sex offenses requiring registration, or other specified felony offenses, unless they obtain a certificate of rehabilitation or have charges dismissed.

Requires the department to revise provider enrollment forms to include relevant Penal Code provisions and statements about eligibility restrictions for those with convictions.

Allows applicants denied a general exception to request an administrative hearing within 15 business days of the denial notice.
