Grants and conveys to the City of Long Beach all state right, title, and interest in three parcels of public trust lands: Bixby Park Public Trust Parcels (3.638 acres), Colorado Lagoon Public Trust Parcels (29.276 acres), and Marine Stadium Channel Public Trust Parcels (5.872 acres).

City of Long Beach shall hold, operate, and manage the conveyed lands in trust for the statewide public benefit in accordance with the common law public trust doctrine and applicable statutes from 1911, 1925, 1935, and 1964.

Terminates leases PRC 8929 and PRC 8930 from the State Lands Commission to the City of Long Beach on January 1, 2013.

Legislature declares this special statute necessary due to unique circumstances applicable only to these specific Long Beach lands, making a general statute inapplicable.
