Requires city elections officials to retain and provide copies of initiative petition materials (notice of intention, written text, statement of reasons) to any person upon request, with fees capped at actual copying costs.

Requires district initiative proponents to file the written text of the measure with the district elections official within 10 days of publishing or posting the notice of intention, and requires district officials to retain and provide copies of all filed materials upon request with fees capped at actual costs.

Materials must be retained by elections officials from the time of filing until the day after the petition is determined insufficient, the election occurs, or the ordinance is adopted, whichever is applicable.

Exempts the state from reimbursing local agencies for implementation costs because local agencies may charge fees to offset expenses.
