Authorizes county boards of supervisors and city councils with local registrars to increase fees for certified copies of vital records (marriage certificates, birth certificates, fetal death records, and death records) by up to $5 per record upon making findings regarding need for governmental oversight of domestic violence and child abuse agencies.

Permits annual inflation adjustments to the fee increase effective July 1 each year, calculated by the Consumer Price Index for the San Francisco metropolitan area rounded to the nearest $0.50.

Requires 60% of proceeds from marriage certificate, fetal death record, and death record fee increases to fund nonprofit community-based organizations serving domestic violence victims, and 40% for governmental coordination of domestic violence prevention and intervention efforts.

Directs all proceeds from birth certificate fee increases to the county children's trust fund (or State Children's Trust Fund if county fund does not exist) for child abuse and neglect prevention and intervention programs.

Allows counties and cities to retain up to 4% of collected fees for administrative costs associated with collection and deposit of the additional fees.
