Adds warehouse contractors to the list of contractor types (construction, farm labor, garment, janitorial, security guard) covered by existing prohibitions on contracts lacking sufficient funds for workers to comply with labor laws.

Requires written contracts with warehouse contractors to include 10 specific provisions including contractor identification, workers' compensation insurance, wages, and independent contractor license numbers.

Mandates that persons or entities keep copies of contractor agreements for at least four years and provide copies to the Labor Commissioner upon request.

Exempts documents provided to the Labor Commissioner from disclosure under the California Public Records Act.

Allows employees to sue for damages of $250 per violation initially or $1,000 for subsequent violations, plus attorney's fees and costs, if they prove a labor law violation resulted from insufficient contract funding.
