Requires charter schools applying for federal qualified school construction bonds or other federal bond borrowing authority to provide written notice to the district superintendent and school board at least 30 days before submitting an application.

Notice requirement applies when charter schools intend to rehabilitate, encumber, or otherwise alter school district property.

Applies only to charter schools physically located within the school district where notice must be given.
