Appropriates $40,827.29 from the General Fund to Mendocino County to reimburse costs incurred during a 36-day manhunt from August to October 2011 for a suspect in two murders.

Reimburses Mendocino County specifically for food, lodging, and logistical expenses for outside law enforcement agencies that provided mutual aid during the manhunt.

Amends Government Code Section 8680.3 to expand the definition of "disaster" to include uncommon situations requiring law enforcement that are of serious epidemic proportions with inadequate local resources.

Amends Government Code Section 8685 to authorize appropriated funds to be used for food and lodging costs for mutual aid responders during disaster response activities resulting from a state of emergency.
