Requires the Office of Patient Advocate to provide outreach and education about federal veterans health benefits to consumers, effective January 1, 2013

Adds federal veterans health benefits to the list of public programs that the office must provide information and assistance about, alongside Medi-Cal, Healthy Families Program, and Medicare

Expands the Office of Patient Advocate's responsibilities to assist consumers in navigating health care coverage options and resolving problems related to health care services and coverage

Establishes that the office shall operate a toll-free hotline and internet website to help route consumers to appropriate regulators and programs for their health coverage questions

Authorizes the office to contract with community-based consumer assistance organizations to help carry out its duties, including serving special populations with limited English proficiency and cultural competency needs
