• Limits department compliance reviews to regularly scheduled monitoring inspections and prohibits separate visits based solely on nutrition complaints; requires the department to direct noncompliant homes to nutrition information and training rather than impose civil penalties.

• Exempts family day care homes from standard noncompliance procedures and civil penalty provisions under existing law for violations of these nutrition requirements.
