Appropriates $90,000 from the General Fund to San Joaquin County and Calaveras County to reimburse costs incurred during 2012 for excavation and recovery of serial killing victims and mutual aid assistance from outside agencies.

Establishes legislative findings that the search and recovery effort occurred from December 2011 to February 2012 in remote areas of Calaveras County and San Joaquin County with FBI assistance.

Notes the case may lead to reopening of approximately 72 missing persons cold case files across up to 21 Northern California counties.

Declares the act an urgency statute to take effect immediately to provide fiscal assistance to the counties at the earliest possible time.
