Prohibits anyone who first becomes the Governor, Lieutenant Governor, Insurance Commissioner, Secretary of State, Controller, Treasurer, Superintendent of Public Instruction, Attorney General, or Board of Equalization member on or after January 1, 2013 from becoming a member of the Public Employees' Retirement System (PERS).

Prohibits anyone who first becomes an Insurance Commissioner, legislative statutory officer, or elective constitutional officer on or after January 1, 2013 from becoming a member of the Legislators' Retirement System (LRS).

Permits officers of the Senate or Assembly who are elected by vote of the members of either or both houses on or after January 1, 2013 to opt to become members of PERS.

Allows current elective officers and those elected before January 1, 2013 to continue existing LRS and PERS membership eligibility under previous rules.
