Amends Vehicle Code Section 23302 to create a motorcyclist exemption from the requirement that transponders or electronic toll payment devices be visibly mounted on vehicles at all times while on toll highways.

Allows motorcyclists to use any one of five methods to carry electronic toll payment devices: in a pocket, in a cycle net over the gas tank, on toll operator-provided license plate devices, in a glove or storage compartment, or mounted on the windshield.

Requires that whichever method a motorcyclist uses must still allow the toll operator's detection equipment to read the transponder or device.

Maintains existing requirements for other vehicle types to display transponders or electronic toll payment devices visibly for enforcement purposes at all times on toll highways.
