Exempts students who are victims of trafficking, domestic violence, and other serious crimes granted T or U visa status under federal law from paying nonresident tuition at California State University and California Community Colleges, matching the treatment of admitted refugees.

Makes crime victims with T or U visa status eligible to apply for and participate in all student financial aid programs and scholarships administered by public postsecondary institutions or the State of California on the same basis as refugees.

Requires community college districts to waive fees for T and U visa status holders to the same extent as refugees under federal law.

Requests the University of California adopt policies consistent with these provisions, though UC is not required to implement them.

Authorizes reimbursement to local agencies and school districts for costs mandated by the state through the Commission on State Mandates procedures.
