AB 1900 Summary

• Requires the Office of Environmental Health Hazard Assessment to compile a list of health-concerning constituents in biogas and determine protective health levels by May 15, 2013, with updates every five years.

• Requires the State Air Resources Board to identify exposure scenarios and health risks, and determine appropriate concentrations of concerning constituents in biomethane for pipeline injection.

• Mandates the Public Utilities Commission adopt standards by December 31, 2013 specifying allowable concentrations of constituents in biomethane for common carrier pipelines to protect human health and pipeline safety.

• Prohibits injection of biogas from hazardous waste landfills into common carrier pipelines and requires gas corporations to provide nondiscriminatory open pipeline access to qualified parties.

• Requires the Energy Commission to hold public hearings and identify solutions to impediments limiting biomethane procurement in California, and requires the PUC to adopt policies promoting in-state biomethane production and distribution.
