Limits design-build authorization to buildings and county sanitation wastewater treatment facilities, explicitly excluding streets, highways, public rail transit, and water resources facilities.

Requires design-build entities to submit prequalification information verified under oath, including safety records, licensing credentials, financial statements, and litigation history.

Extends the sunset date of the design-build authorization from July 1, 2014 to July 1, 2016, pending legislative action to extend or repeal the provision.
