Requires state and local agencies to submit an annual list by April 1st of all reports not yet submitted to the Legislature, including status summaries and explanations for overdue reports.

Mandates agencies include compliance plans with timelines, identifiable goals, objectives, and benchmarks for submitting each outstanding report.

Directs the Chief Clerk of the Assembly and Secretary of the Senate to forward submitted lists to their respective Budget committees.

Authorizes Budget committees to require agencies with delinquent reports to appear and explain their failure to submit timely reports.

Provides that the Legislature may withhold appropriations to agencies that fail to submit timely reports during budget consideration.
