Amends the "Safe Routes to School" program administered by the Department of Transportation to allow up to 10% of program funds to support infrastructure improvements creating safe routes to schoolbus stops located outside school vicinity areas.

Maintains existing grant award criteria based on demonstrated safety needs, injury/fatality reduction potential, community participation, and benefits to low-income schools (where 75% of students qualify for free or reduced-price meals).

Requires Department of Transportation consultation with California Highway Patrol before awarding construction grants on freeways, state highways, or county roads to ensure consistency with pedestrian safety programs.

Specifies that schoolbus shelter construction is excluded from the 10% allowance for infrastructure improvements outside school vicinity.
