Authorizes the Department of Parks and Recreation to enter into a restoration agreement with Save Mount Diablo, a nonprofit organization, to restore the "Eye of Diablo" Beacon atop the Summit Building in Mount Diablo State Park.

Requires the restoration agreement to follow the United States Secretary of the Interior's Standards for the Treatment of Historic Properties and guidelines from the American Institute for Conservation of Historic and Artistic Works, with all work audited by a conservator company.

Makes Save Mount Diablo responsible for all costs of the beacon restoration, though the nonprofit may use volunteers or contract with paid entities for the work.

Declares the act an urgency statute effective immediately to allow the beacon to be repaired before December 7, 2012, in time for the annual Pearl Harbor Day memorial ceremony.

Establishes legislative findings documenting the beacon's historical significance, including its 1928 installation and relighting by Admiral Chester W. Nimitz in 1964 to commemorate Pearl Harbor survivors.
