Establishes the California Veterans Services and Workforce Development Division within the Department of Veterans Affairs to coordinate and administer veterans assistance programs statewide.

Requires the division to oversee the federal Jobs for Veterans State Grant Program, including the Local Veterans' Employment Representatives (LVER) program, Transition Assistance Program (TAP), and Disabled Veterans' Outreach Program (DVOP).

Transfers administrative and support staff responsible for TAP, DVOP, and LVER programs from the Employment Development Department to the new division.

Mandates development of a transfer plan by May 1, 2013, to move program administration from the Employment Development Department to the Department of Veterans Affairs.

Requires the division to coordinate with other state agencies and the California Interagency Council on Veterans to ensure veterans have access to information about available benefits and assistance programs.
