Allow school districts to release pupil records to contractors, consultants, and other parties who perform outsourced institutional services, provided they are under direct control of the agency and use information only for disclosed purposes.

Require local educational agencies to use reasonable methods ensuring contractors and consultants access only educational records in which they have a legitimate educational interest.

Prohibit contractors and consultants from disclosing pupil record information to other parties without prior written consent of the parent or eligible pupil.

Subject access to pupil records with exceptional needs to Chapter 5 of Part 30 of the Education Code, regardless of contractor status.
