Establishes a puppy licensing system allowing licenses for dogs 6 months of age or younger, expiring when the puppy reaches one year of age, with reduced fees for spayed/neutered dogs.

Requires pet dealers, humane societies, rescue groups, and animal shelters in Los Angeles, Orange, Sacramento, San Diego, and Santa Clara counties to submit monthly reports listing adoptive/purchasing owners' names, addresses, and dog information to local licensing agencies.

Exempts rescue groups placing fewer than 20 dogs annually from monthly reporting requirements and limits report use to dog licensing compliance, licensing notices, and notifications to other jurisdictions.

Allows cities and counties to specify how dog owners prove spaying/neutering status (including electronic transmission or facsimile) to qualify for reduced license fees.

Sunsets all reporting requirements on January 1, 2018, while authorizing other counties to voluntarily implement similar reporting programs through local ordinance.
