Establishes coordinated discipline procedures for EMT-Paramedics (EMT-Ps) involving employers, local EMS agencies, and the state Emergency Medical Services Authority, requiring determinations of disciplinary cause before the authority may deny, suspend, or revoke licenses.

Requires only employers with physician oversight (including by contract) to conduct investigations of EMT-P conduct, with investigations to be completed within 120 days or deferred to the authority.

Mandates that medical directors of local EMS agencies refer information about potentially criminal acts directly to the authority and relevant employer for joint investigation, and refer off-duty misconduct directly to the authority.

Requires the authority to conduct investigations and take disciplinary action against unemployed EMT-Ps upon determination of disciplinary cause.

Establishes that the authority must credit any discipline imposed by an employer or immediate suspension by a local EMS agency when making its own disciplinary decisions for the same conduct.
