Repeals the Practitioner Fund provisions and eliminates the Construction Liability Insurance Reform Pilot Program within the Affordable Housing Innovation Fund.

Reduces allocation to the Affordable Housing Revolving Development and Acquisition Program from $50,000,000 to $25,000,000.

Transfers $30,000,000 from the Affordable Housing Innovation Fund to a new subaccount within the Housing Rehabilitation Loan Fund for the Multifamily Housing Program.

Requires the Department of Housing and Community Development to consider persons with developmental disabilities and homeless veterans as special needs populations when awarding funds for housing developments.

Maintains $35,000,000 for local housing trust fund matching grants and $10,000,000 for the Innovative Homeownership Program.
