Prohibits successor owners or managers from evicting tenants for nonpayment of rent that accrued while the successor failed to comply with information disclosure requirements for 15 days after taking over.

Requires owners and managers to provide tenants with the name, telephone number, and address of the person to whom rent payments should be made, along with acceptable payment forms.

Requires successor owners or managers to comply with tenant information disclosure requirements within 15 days of taking over from the previous owner or manager.

Does not relieve tenants of liability for unpaid rent despite the eviction prohibition during periods of successor owner noncompliance.
