Expands tattoo removal programs to serve individuals tattooed for identification in trafficking or prostitution, in addition to existing at-risk youth, ex-offenders, and gang members aged 14-24.

Requires the Division of Juvenile Facilities to purchase two medical laser devices for tattoo removal, with one located in Los Angeles County and one in Alameda, San Francisco, San Mateo, Santa Clara, or Santa Cruz counties.

Establishes the California Voluntary Tattoo Removal Program administered by the Board of State and Community Corrections through competitive grants to serve individuals in state custody, on parole/probation, or in community-based organizations.

Limits tattoo removal program funding to federal funds and restricts use to removal of gang-related or trafficking-related tattoos, device maintenance, and contracting with licensed providers.

Expresses legislative intent to encourage the Board of State and Community Corrections to extend available federal Edward Byrne Memorial Justice Assistance Grant funding to tattoo removal programs serving trafficking and prostitution victims aged 14-24.
