Department of Water Resources must release floodplain maps by July 2, 2013 identifying State Plan of Flood Control facilities and water surface elevation data for urban areas during a 1-in-200 year flood event.

Department must concurrently provide levee reliability data for State Plan of Flood Control facilities to assist local agencies in determining flood protection levels.

Department's issuance of floodplain maps is exempt from review and approval by the Office of Administrative Law and other administrative procedure requirements.

State and state agencies are not liable for claims arising from the reasonable exercise of discretionary or ministerial functions under the floodplain mapping requirements.

Bill becomes operative only if Senate Bill 1278 is enacted and takes effect by January 1, 2013, and AB 1965 is enacted after SB 1278.
