Establishes that more than 21,000 Californians (21 percent of the national total) are on the organ transplant waiting list, with only 18 percent of California drivers currently registered as organ or tissue donors.

Directs curriculum inclusion to ensure individuals can make informed decisions about organ and tissue donation when applying for California driver's licenses.
