Prohibits the Office of Administrative Law from transmitting regulations to the Secretary of State for filing if received between January 1, 2013, and January 1, 2015, inclusive, until after January 1, 2015.

Exempts regulations proposed by public safety agencies or departments (as defined in Section 53120) and public health agencies or departments, including the California Health and Human Services Agency, from the filing prohibition.

Maintains existing 30 working day deadline for the Office of Administrative Law to approve or disapprove submitted regulations.

Requires the Office of Administrative Law to provide written decisions detailing reasons for any regulation disapprovals within seven calendar days of notice.

Allows adopting agencies to request early return of regulations prior to completion of review, with written memorandum required within one week of the request.
