Directs the Citizens Redistricting Commission to treat incarcerated individuals as residing at their last known place of residence rather than their place of incarceration for redistricting purposes.

Requests the commission refrain from publishing information about specific inmates' last known places of residence and to exclude inmates with unknown residency from district population counts.

Requires the commission to adjust race and ethnicity data in districts containing prisons to account for inmates counted in their last known residence district.

Establishes that "last known place of residence" means the address where an inmate was domiciled before their current incarceration, determined from county court records where they were sentenced.
