Requires the Instructional Quality Commission to include directions to publishers to incorporate instructional strategies addressing the language and literacy needs of pupils who use African American vernacular English at every grade level and subject in English language arts instructional materials.

Requires state board policies to ensure English language arts curriculum frameworks for kindergarten through grade 12 and instructional materials for kindergarten through grade 8 include strategies to address the language and literacy needs of pupils who use African American vernacular English.

Removes provisions related to "standard English learners" and associated census requirements, assessments, and instructional time mandates that were struck from the bill.

Requires alignment of curriculum frameworks and evaluation criteria to common core academic content standards for mathematics and English language arts by May 30, 2013 and May 30, 2014, respectively.
