Requires the Public Utilities Commission to add 125 megawatts of cumulative generation capacity to the renewable feed-in tariff program by August 1, 2014, split proportionately among electrical corporations, limited to facilities under 500 kilowatts in most impacted and disadvantaged communities.

Requires local publicly owned electric utilities serving 75,000+ retail customers to add 65 megawatts of cumulative generation capacity by August 1, 2014, split proportionately among those utilities, limited to facilities under 500 kilowatts in most impacted and disadvantaged communities.

Requires local utilities to adopt renewable feed-in tariffs by July 1, 2013 that reflect time-of-delivery value and consider avoided costs for system upgrades, peak demand offset, and environmental and greenhouse gas reduction compliance costs.

Defines "most impacted and disadvantaged communities" as census tracts identified by the Governor's Office of Planning and Research based on health risks, socioeconomic vulnerability, climate vulnerability, and proximity of sensitive land uses.

Electricity generated from renewable feed-in tariff facilities counts toward local utilities' renewables portfolio standard annual procurement targets.
